Gelephu Mindfulness City Welcomes New Co-CEOs
Gelephu Mindfulness City has appointed Mr Lee Seow Hiang, former CEO of Changi Airport Group, and Mr Pang Yee Ean, former AIIB executive, as Co-Chief Executive Officers. Guided by His Majesty The King’s vision, they will lead GMC into its next chapter of mindful, sustainable, and innovative urban development in Bhutan.
The Gelephu Mindfulness City (GMC) has announced the appointment of Mr Lee Seow Hiang and Mr Pang Yee Ean as Co-Chief Executive Officers, marking a new chapter in the city’s development. Both leaders bring global experience in infrastructure, investment, and sustainable urban planning as they steer GMC into its next phase of growth.
Leaders with Global Vision and Proven Track Record
Mr Lee, the founding Chief Executive Officer of Changi Airport Group, was instrumental in transforming Singapore’s Changi Airport into one of the world’s most awarded aviation hubs. Changi Airport was named World’s Best Airport by Skytrax for over 12 times, celebrated for its exceptional design, efficiency, and passenger experience. His leadership saw the creation of Jewel Changi Airport, a celebrated fusion of architecture, nature, and functionality.

Beyond his aviation achievements, Mr Lee also served as Chairman of Changi Airports International and as Principal Private Secretary to the late Minister Mentor, Mr Lee Kuan Yew, shaping his deep understanding of visionary governance and strategic development.
Mr Pang, a GMC Board Member, has been closely involved in charting the city’s growth, overseeing major initiatives such as the Science, Technology & Business Park, renewable energy projects, and public infrastructure. His previous leadership roles include Chief Executive Officer of Surbana Jurong Capital and Director General of Investments at the Asian Infrastructure Investment Bank (AIIB), where he spearheaded significant infrastructure investments across Asia and the Americas.
A Transition in Leadership and Continued Vision
The announcement also comes as Mr Liew Mun Leong steps down as CEO of GMC due to an eye condition following several operations this year. His Majesty The King and the GMC Board expressed deep gratitude for Mr Liew’s dedication and achievements, notably the commencement of construction of the Gelephu International Airport, which forms a cornerstone of the city’s master plan.
Advancing His Majesty’s Vision of a Mindful City
Under the guidance of King Jigme Khesar, GMC is envisioned as a city grounded in mindfulness, sustainability, and innovation—a model for future urban living in harmony with nature and community.
In a joint statement, the Co-CEOs shared, “We are deeply honoured to continue advancing His Majesty’s vision for the Gelephu Mindfulness City—a place where thoughtful design, sustainable development, and community purpose converge. Our focus is to translate this vision into tangible impact and lasting value for Bhutan and beyond.”
Their leadership marks a pivotal moment for Gelephu, as the city continues its journey to become a global benchmark for mindful urban development and sustainable progress.
Gelephu Mindfulness City (GMC) has just been honoured with the prestigious Holcim Foundation Award for Sustainable Construction 2025, recognising its visionary fusion of spiritual, ecological and innovative urban design.
